The same vendor can be safe through its API and risky through its free chat app. Every AI-tool domain carries its own risk flags, so rules follow risk rather than brand names.

A domain says nothing about the page. Verified URLs of 28 page types per domain tell a gateway whether an agent is about to read documentation or submit a checkout.
